Can an HOA President who does not reside in the community yet owns a unit, arbitrarily change the Rules and Regulations to allow for her to house nuisance (stray/ferel) cats in Common areas, without a meeting of the HOA?

First, I am not a practicing attorney. My response is based on my personal experience as a member and board officer (president) in an HOA. Your question is answered by your Declaration and Bylaws of your Association. In my personal experience the Board of Directors are empowered to make changes to any rules and regulation of a community. In doing so all members are to be properly notified of any and all changes.
I noted that you stated the president making the change. No single individual has the right to make a change to those rules and regulations. Again, it has to be done as a body.
